The project Information System for Managing the Ionizant Radiations Based Medical Procedures and the Patient Dose - RXINFO is financed from public funds by the Romanian National Agency for Scientific Research in the frame of the PNCDI-2 ( 2-nd National R&D Plan) - Partnerships in Priority Domains .
UEFISCDI ensures the monitoring of the project phases and progress.
It is well known that the medical investigations based on ionizant radiations have medium and long term negative effects on the patient health condition, mainly if these procedures are abusively used. Multiple radiography, radioscopy, angiography, CT investigations, mainly performed with obsolete equipment, may constitute a real danger for patient. Consequently, since 1 st January 2007 in Romania is mandatory to have attached devices to all specific equipment to measure the radiation dose received by a patient at an examination. Nowadays, the radiation dose received by a patient is registered in a local register on paper. Compliant with the law, these data must be annually reported, for enabling a national level evaluation of the population exposure at radiations and consequently the actions to be taken for reducing it. These annual evaluations based on collecting data registered on paper from individual clinics have a statistic character and can't prevent in due time the accumulation of significant dose of radiation at patient level. The image result of the investigation is (eventually) stored in the clinic database while a copy (on physical support) is handed to the patient. The RXINFO project is aimed to implement a web based integrated information system which will include the complexity of problems regarding ionizant radiation medical procedures, with special focus on the radiation dose received by a patient at an exposure and on the management of the image results of the procedures. The information system will provide the possibility that an image registration – result of an ionizant radiation procedure undergone by a patient – to be in a controlled way accessed over Internet by other physicians. Additionally, the system will store the values of the ionizant radiation doses received lifelong by each patient in view to make this data available to any radiology physician within the country. The information system access rights will be assigned in conformity with the in-force legislation regarding the personal data protection, the physicians' author rights and the patients' rights. The system will be available both on the Intranet-s of the medical units and on Internet.
Additional to the information system, during the project there will be issued studies and analysis on various topics as the effect of the ionizant radiation over the beings, categories of specific equipment in exploit in Romania, the usefulness of the digital images in the management of the patients with radiology diagnosis/ interventional radiology, the use of CAD (Computer Aided Diagnosis) in the physicians current activity. The results of these studies will contribute to structure the content (e-content) stored into the system database and will be disseminated on a large scale within the national and international scientific environment as well as in knowledge exchanges.
